Unix Systems Administrator
Responsibilities:
- Effective administration of all UNIX systems to ensure that system resources are available to all authorized users within the Office of Finance and at the FHLBanks
- Build and maintain existing scripts to support the administration of the UNIX infrastructure
- Timely implementation and support of application and system software upgrades to ensure a secure and effective system
- Administration of the data backup and recovery procedures for the UNIX environment

Qualifications:

Manager, Accounting Policy
Responsibilities:
- Working with the other members of the Accounting Policy team, address FHFA's requirements that the OF establish formalized reviews of industry best practices related to accounting policy and financial reporting disclosures, as well as developing a standardized framework, similar to the current standard financial statement guide process, for the FHLBanks' non-financial statement information (i.e., financial report sections on business, risk factors, selected financial data, and certain sections of MD&A).
- Assist FHLBanks with system-wide communications on accounting-related and financial disclosure issues by documenting, circulating and highlighting inconsistencies noted in the FHLBanks' Form 10-K financial statements and certain common areas of the financial reporting process, including significant and critical accounting policies. Review and document information regarding the 12 individual FHLBanks' accounting policies and disclosures to ensure consistent disclosure in the annual and quarterly combined financial reports.
- Assist in the development of white papers, Q&As and disclosures that address "hot topic" accounting and industry issues, as well as potential combined financial report disclosures that highlight favorable differences compared to other GSEs and financial institutions.
- Ensure that the FRS policy manual supports the FRS and serves as a comprehensive reference for the 12 FHLBanks as they prepare their quarterly and annual financial statements and disclosures included in the FRS. Ensure that the FRS policy manual is consistent with the Combined Financial Report's accounting policy disclosures and work with the FHLBanks and PwC to keep the FRS manual current on accounting policies, regulations, disclosures and best practices issued by the FASB, SEC, FHFA and industry groups.
- Develop non-technical/non-accounting language explanations around common disclosure items for public use.
- Follow up with the appropriate FHLBank personnel for any unusual accounting practices or departures from US GAAP, if noted by the SEC or PwC. Assist the FHLBanks in researching SEC matters as needed.
- Review the various drafts of all quarterly and annual combined financial reports to ensure accuracy with accounting policy and disclosure. As part of this process, working with the FHLBank Controllers group and PwC, ensure that the FHLBanks and the OF are kept current of any recently issued accounting standards and interpretations from the SEC or FASB.
- Attend external accounting conferences to stay abreast of current policy issues and developments.
- Educate OF and FHLBank personnel on various technical accounting standards/issues/interpretations through roundtable discussions and/or presentations.
- Keep the OF and FHLBanks apprised of current accounting and regulatory issues and best practice financial disclosures through ongoing updates.
- Provide assistance with the implementation and maintenance of Sarbanes-Oxley 404 as needed around accounting policies.
- Provide assistance with the preparation of materials for the OF Board of Directors, the OF Audit Committee, the FHLBanks' President Conference Accounting and Disclosure Committee, and other constituencies, as needed.
- Provide assistance as needed in the department's participation in the various FHLBank CFO and Controller subcommittees.

Qualifications:

Manager, Financial Reporting
Responsibilities:
- Prepare/update FRS data load requirements to gather information for disclosure in the annual and quarterly combined financial reports, ensuring FRS information gathered meets current SEC/U.S GAAP, regulatory, and best practice industry financial reporting disclosure requirements, which include but are not limited to derivatives, fair value, mortgage-backed securities and other-than-temporary impairment.
- Review financial data including financial statements submitted by the Banks (via FRS and Excel templates) and prepare/review necessary disclosures in the combined financial reports. Ensure follow up is performed with the appropriate Bank personnel for any unusual amounts or discrepancies between financial statements and financial disclosure data.
- Work to ensure that the pre-established and agreed-upon timeline for the distribution of the combining statements, draft report and publication of the quarterly and annual financial reports is met.
- Supervise the review of the printer draft of the quarterly and annual combined financial reports including the combining statements to ensure accuracy.
- Work to ensure that comments on the draft combined financial reports from the FHLBanks, external auditors, regulator and bond counsel have been addressed prior to publication.
- Serve as a point of contact for the external auditors during their review of the combined financial reports. Coordinate external audit efforts to ensure timely review and audit of the combined financial reports.
- Assist with the FHFA's comment letter response process relating to the combined financial reports.
- Assist in the coordination and implementation of the FRS conversion/upgrades, as necessary, which includes: assisting with the creation/maintenance of the project plan, establishing business requirements, preparing and executing test plans, creating reports, confirming historical data transfer, creating end user documentation, providing end user training, and creating new policies and procedures for internal use.
- Co-administer the FRS, which includes account maintenance, report building, user maintenance training/troubleshooting and providing other FRS related support to the FHLBank users.
- Review draft rating agency reports for numerical accuracy and content to ensure that any factual errors have been provided to the rating agency for correction, as needed.
- Prepare initial technical research and analysis regarding financial reporting questions received from the FHLBanks and to provide assistance on accounting research projects and other special projects as needed.
- Provide assistance with preparation of materials for OF Board and OF Audit Committee deliberations, and the department's participation in the various CFO and Controller subcommittees, to include active participation in the Standard Combined Financial Statement subcommittee.
- Supervise various staff members on select projects to ensure accuracy and completeness of work performed relating to combined financial reports and other duties as assigned.

Senior Financial Reporting Accountant
Responsibilities:
- Utilize the Financial Reporting System (FRS) to gather information for disclosure in the annual and quarterly CFRs, ensuring that the FRS information gathered meets current SEC/U.S GAAP and best practice industry financial reporting disclosure requirements.
- Track and maintain all FRS/Excel template(s) submissions, confirmations and representations submitted by the Banks and follow up with the appropriate Bank(s) to ensure that delays do not hinder the publication of the annual and quarterly CFRs.
- Prepare Excel files for each FRS submission type and Excel template(s) provided by the twelve Banks to calculate combined disclosures for the quarterly and annual CFRs. Track and maintain all FRS/Excel template(s) submissions made by the Banks and ensure that the most current data are used for the preparation of the combined totals.
- Review financial statement and disclosure information submitted by the Banks (via FRS and/or Excel templates). Follow up with the appropriate Bank personnel for any unusual amounts or discrepancies between the financial statements and disclosure data.
- Review and compare the financial statements and footnote information submitted by the Banks (via FRS and Excel templates) to the audited financial statements during the annual CFR combining process. Follow up with the appropriate Bank personnel for any discrepancies.
- Work to ensure that the pre-established and agreed-upon timeline for the distribution of the combining statements, draft report and publication of the quarterly and annual financial reports are met.
- Review and/or supervise staff who will review the printer draft of the quarterly and annual combined financial reports including the combining statements to ensure accuracy.
- Work with the external auditors by providing assistance with their work on the annual audit, quarterly financial statement review and SAS 72 comfort letter.
