Commercial Software Administrator
Requirements:
The Commercial Software Administrator is responsible for effectively managing COTS applications including learning, testing, implementing change for COTS software. The incumbent is expected to maintain written procedures for administering the COTS software and may be called upon to also include answering questions from COTS users about the application.
In the event that a new COTS product is being considered, the incumbent is expected to contribute to the selection process by participating in demos and other proof-of-concept activity around the selection.
The incumbent must be able to efficiently support the approved COTS Software in the OF's environment. The Office's IT Department has adopted the Information Technology Infrastructure Library ("ITIL") framework and as a result will require the incumbent to be familiar with its practice. Therefore, the COTS Software Administrator must comply with the Office's ITIL Service Support Processes which are Incident, Problem, Change, Release, and Configuration Management. Additionally, at times the incumbent will need to perform cross-divisional troubleshooting when necessary to resolve an issue as a team.
The COTS Software Administrator is responsible for COTS Software Patch Management. This entails surveillance, evaluation and installation of COTS Software updates. The installation of the approved updates must follow the Office's Change Management Process.
The incumbent must be able to provide performance metrics of the COTS Software. This includes but is not limited to availability, resource utilization, Mean Time to Repair (MTTR) and Mean Time Between Failures (MTBF).
Even though the COTS Software Support is not primarily responsible for monitoring the backups, the incumbent is responsible for providing the respective System Administrator the list of files and directories which needs to be backed up for the approved COTS Software.
Other responsibilities include status reporting, completing recurring checklists, and overall technical leadership. The incumbent must be self motivated and team-oriented. The incumbent supports the Office by addressing helpdesk issues and events as they occur in a timely and cordial manner. The incumbent is also responsible for providing and implementing solutions to common business problems in an effort to reduce the dependence on the helpdesk and enable and empower our customers to help solve their own problems.
Qualifications:
- Ability to learn new software packages from both an end-user and administrator point of view.

Executive Assistant
Responsibilities:
- Executive Assistant to the Senior Director & Chief Accounting Officer, Accounting Policy and Financial Reporting (CAO) provides administrative and secretarial support and serves as a back-up for the executive assistant to the CEO.
- Serves as Staff contact serving as liaison with the Federal Home Loan Banks ("Banks"), Federal Housing Finance Agency ("FHFA") and other entities.
- Coordinate CAO's schedule. Maintain calendar utilizing computer applications and keep senior management apprised of same.
- Coordinate leave schedules for the AP&FR Department to ensure all division functions (Financial Reporting, Accounting Policy, REFCORP, FICO and Accounting Operations, including the Annual Budget) are appropriately managed.
- Assist, as needed, during the production of the quarterly and annual CFRs and Combined Operating Highlights press releases.
- Assist, as needed, during the preparation of the annual budget process and the quarterly budget variance updates.
- Provide administrative support to OF Audit Committee, including coordinating OF Audit Committee Meeting calendar, responding to Audit Committee inquiries and providing requested documentation.

IT Administrative Assistant
Responsibilities:

Senior Financial Reporting Accountant
Responsibilities:
- Utilize the Financial Reporting System (FRS) to gather information for disclosure in the annual and quarterly CFRs, ensuring that the FRS information gathered meets current SEC/U.S GAAP and best practice industry financial reporting disclosure requirements.
- Track and maintain all FRS/Excel template(s) submissions, confirmations and representations submitted by the Banks and follow up with the appropriate Bank(s) to ensure that delays do not hinder the publication of the annual and quarterly CFRs.
- Prepare Excel files for each FRS submission type and Excel template(s) provided by the twelve Banks to calculate combined disclosures for the quarterly and annual CFRs. Track and maintain all FRS/Excel template(s) submissions made by the Banks and ensure that the most current data are used for the preparation of the combined totals.
- Review financial statement and disclosure information submitted by the Banks (via FRS and/or Excel templates). Follow up with the appropriate Bank personnel for any unusual amounts or discrepancies between the financial statements and disclosure data.
- Review and compare the financial statements and footnote information submitted by the Banks (via FRS and Excel templates) to the audited financial statements during the annual CFR combining process. Follow up with the appropriate Bank personnel for any discrepancies.
- Work to ensure that the pre-established and agreed-upon timeline for the distribution of the combining statements, draft report and publication of the quarterly and annual financial reports are met.
- Supervise one Financial Reporting Accountant who will prepare certain sections of the quarterly and annual combined financial reports, including the combining statements, to ensure accuracy.
- Work with the external auditors by providing assistance with their work on the annual audit, quarterly financial statement review and SAS 72 comfort letter.
- Assist with technical research and analysis regarding accounting and financial reporting questions received from the FHLBanks and provide assistance on accounting research projects with the Accounting Policy group and other special projects as needed.

Director, Financial Reporting
Responsibilities:
- Preparation of the draft annual and quarterly combined financial reports of the FHLBanks, including the draft financial discussion and analysis.
- Coordinate the annual and quarterly schedule with the external auditors to facilitate their audit work on the annual and quarterly combined reports and global comfort letter. Also review and provide comments on PwC's global comfort letter as needed.
- Coordinate with the printer in managing the CFR schedule and mailing distribution.
- Preparation of and maintenance of an accounting policies and procedures manual relating to the combined financial report process.
- Establish proper controls to ensure reliability of the combined reporting process.
- Incorporate appropriate disclosures in the CFRs, which reflect regulatory requirements and best practices issued by the SEC, FASB, FHFA and industry peer groups as well as those implemented by the FHLBanks as part of their SEC review comment process.
- Serve on the CFR Disclosure Committee.
- Ensure proper maintenance and timely and continuous updates in the FRS, to reflect current disclosure requirements. Also, lead in the coordination of system implementation/update/upgrade requirements, as needed.
- Keep current on FHFA regulatory interpretations applicable to the combined annual and quarterly financial reports as well as attend appropriate accounting conferences and seminars to stay abreast of current financial reporting issues and developments.
- Provide assistance to the Senior Director and CAO, as necessary, to include but not limited to preparation of materials for OF Board of Directors, OF Audit Committee and FHLBank Presidents Conference deliberations.
- Provide assistance to the Senior Director and CAO in supporting his/her role on the various CFO, controller and internal audit subcommittees. Also, serve and play an active role as a team member on controller subcommittees, as needed.
- Serve as the chair of the Controllers' Standard Financial Statements Subcommittee and ensure timely preparation of the standard template, including review and sign-off by the external auditors and the CFR Disclosure Committee. Review and coordinate in efforts with the FHLBanks to achieve consistent disclosures, especially relating to newly adopted accounting guidance.

Manager, Financial Reporting
Responsibilities:
- Prepare/update FRS data load requirements to gather information for disclosure in the annual and quarterly combined financial reports, ensuring FRS information gathered meets current SEC/U.S GAAP, regulatory, and best practice industry financial reporting disclosure requirements, which include but are not limited to derivatives, fair value, mortgage-backed securities and other-than-temporary impairment.
- Review financial data including financial statements submitted by the Banks (via FRS and Excel templates) and prepare/review necessary disclosures in the combined financial reports. Ensure follow up is performed with the appropriate Bank personnel for any unusual amounts or discrepancies between financial statements and financial disclosure data.
- Work to ensure that the pre-established and agreed-upon timeline for the distribution of the combining statements, draft report and publication of the quarterly and annual financial reports is met.
- Supervise the review of the printer draft of the quarterly and annual combined financial reports including the combining statements to ensure accuracy.
- Work to ensure that comments on the draft combined financial reports from the FHLBanks, external auditors, regulator and bond counsel have been addressed prior to publication.
- Serve as a point of contact for the external auditors during their review of the combined financial reports. Coordinate external audit efforts to ensure timely review and audit of the combined financial reports.
- Assist with the FHFA's comment letter response process relating to the combined financial reports.
- Assist in the coordination and implementation of the FRS conversion/upgrades, as necessary, which includes: assisting with the creation/maintenance of the project plan, establishing business requirements, preparing and executing test plans, creating reports, confirming historical data transfer, creating end user documentation, providing end user training, and creating new policies and procedures for internal use.
- Co-administer the FRS, which includes account maintenance, report building, user maintenance training/troubleshooting and providing other FRS related support to the FHLBank users.
- Review draft rating agency reports for numerical accuracy and content to ensure that any factual errors have been provided to the rating agency for correction, as needed.
- Prepare initial technical research and analysis regarding financial reporting questions received from the FHLBanks and to provide assistance on accounting research projects and other special projects as needed.
- Provide assistance with preparation of materials for OF Board and OF Audit Committee deliberations, and the department's participation in the various CFO and Controller subcommittees, to include active participation in the Standard Combined Financial Statement subcommittee.
