Accounts Payable Accountant

Responsibilities

  • Processes weekly A/P by reviewing invoices and related contracts, assuring proper information has been provided on Disbursement Forms, obtains authorizing signatures, records appropriate expense account and divisional sub-account, completes required steps in Solomon to record the A/P transaction, prints and mails checks.
  • Complies with the Vendor Management Policy, and related policies and procedures such as the Travel, Vision Care, and Fitness Reimbursement policies, when verifying and processing A/P transactions.
  • Assists with interface of A/P data to G/L in Solomon, prints and reviews reports, enters A/R and journal entries, as needed.
  • Maintains vendor files and provides requested information for internal and external audits.
  • Works with the Director and Managers of Financial Reporting in the preparation of the quarterly and annual combined financial reports as necessary. These responsibilities include but are not limited to: comparing and footing combined financial statements converted by the Printer to the source document for accuracy; comparing information submitted by the Banks to other appropriate documents (i.e., audited financial statements) and verifying mathematical accuracy of financial statements and tables.

Software Development Analyst

Responsibilities

  • Responsible for all phases of the application development life cycle, including analysis, design, programming, testing, implementation and maintenance.
  • Requires a proven capability to think critically and analytically to solve business and application-oriented problems. A focus on detail and a high level of initiative to work problems through to a successful resolution are essential for this position.
  • Support projects as a technical team leader when called upon to do so by the Applications Development Manager or Division Director and will have to fulfill all associated project management responsibilities. These responsibilities include status reporting, distribution of project tasks, and overall technical leadership. The incumbent must be self motivated and team-oriented.
  • The mission critical applications run on a UNIX environment using browser-based and, in some cases, Rich Internet Application (RIA) technologies as the user interface with SYBASE running under UNIX as the database engine. Application server infrastructure in use at the OF includes Coldfusion MX, JBoss, and WebLogic with middle tier software implemented using J2EE.
  • Works with business units as well as the other Software Development Analyst(s), Software Architects, Database Administrators and System Administrators throughout all phases of the Systems Development Lifecycle.
  • Operates under the Office*s procedures for program change control, adhering to enterprise architectural guidelines, and will be required to contribute to any necessary procedural changes to the Software Development Life Cycle.

Director of Risk Management

Responsibilities:

  • Responsible for coordination and management of all phases of the application development life cycle, including analysis, design, programming, testing, implementation and maintenance. The incumbent is expected to plan projects, track progress, report status on a regular basis, and serve as technical lead throughout the effort.
  • Working knowledge of other technical productivity tools at the Office of Finance. These tools include, but are not limited to, PVCS, Hyperion SQR, automated testing tools, Business Objects, Erwin, SQL Programmer, and Cast Workbench
  • Serve as a point of contact for the Office when working with external development resources as directed by the Director of Applications and Architecture

Manager, Debt Services

Responsibilities:

  • Manage the daily processes related to the settlement, servicing and redemption of FHLB obligations. Ensure accuracy of data input and the retention of supporting documentation.
  • Monitor and control wire room activity to ensure the secure, accurate and timely transmission of funds and securities wire transfers through multiple accounts at FRB-NY. Manage the flow of cash receipts and disbursements through these accounts to minimize exposure to daylight overdrafts. Provide final review and signoff of cash sheet reconciliation, daylight overdraft summary and daily activity. Balances in the general account can exceed $40 billion.
  • Establish and maintain operational procedures for all processes and ensure that uniform practices and controls are followed.
  • Verify daily funding of principal and interest payments to investors through the FRB-NY; P & I funding averages $25 billion daily.
  • Monitor updates to FRB-NY on missing payment factors for timeliness and accuracy. Advise FRB-NY of floating and fixed rate payment factor changes.
  • Validate original issue commitment of complex issues in DSS; review original issue commitment of all other issues; ensure that data is error free and bond set-up is accurate for servicing by DSS from settlement through maturity.
  • Manage the servicing of all callable debt, indexed amortizing notes and scheduled amortizing notes; review call and amortization advice letters to FRB-NY; monitor the call notification screen.
  • Manage the processing of Master Notes; review spreadsheet.
  • Work with Information Technology on testing and implementation of enhancements to DSS and new applications; resolve problems with DSS and other existing applications and suggest enhancements.
  • Monitor upcoming Global payments and funding to CitiBank (London) for principal and interest payments on non-Fed Global issues. Review CitiDirect reports versus internal reports and monthly report to Treasury on foreign-held assets.
  • Supervise funding of FICO and REFCORP P&I accounts. Semi-annual payments average approximately $1.7 billion.
  • Manage cross-training and rotation of responsibilities within Debt Services. Evaluate and review reporting staff; make salary recommendations. Interview and select new staff members.
  • Coordinate and implement contingency plans to avoid interruption of critical Debt Services functions. Manage testing of external contingency sites and quarterly FedLine disaster recovery testing.
  • Assist internal and external auditors and examiners as required; provide documentation as requested
  • Request additional CUSIP numbers from the CUSIP Service Bureau as required
  • Process missing and presented definitive coupons at FRB-NY. Reconcile FRB-NY and Treasury definitive security principal and interest payments
  • Respond to public inquiries for information regarding FHLB, FICO and REFCORP securities in a timely fashion

Windows Administrator

Responsibilities:

  • Responsible for planning and maintaining secure, effective and efficient IT systems. The incumbent's primary focus is on the installation and maintenance of the Office's Windows systems.
  • Maintains the Office's systems by installing system software, updating new releases and tuning the Windows network environment as required. The incumbent maintains password and user account information and updates as required using Active Directory.
  • Works as the lead in the following areas; desktop and laptop configuration and security, installation and maintenance of market data communications and software, disaster recovery upgrades, installation and documentation, remote connectivity and communications.
  • Maintains a secure computer environment. This includes physical security, system security and the interaction of systems in the networked environment.
  • Responsible for working under the Office's procedures for change control. The incumbent is also responsible for the implementation and compliance of recommendations by internal and external audit as it relates to the Windows systems.
  • Researches and evaluates hardware and software products that will best meet the needs of the Office. In addition, the incumbent should keep abreast of software revisions for installed applications and recommend upgrades as necessary.
  • Supports Office and FHLBank users on a second tier level by addressing problems and needs in a timely and cordial manner and provides training to users individually and collectively regarding the effective use of all network resources, including end-user tools and application software. The incumbent maintains frequent communications with the remote users at the FHLBanks to ensure that the users are able to access information from the Office's computers.
  • Develops and maintains accurate and up-to-date user and system documentation regarding all Windows network issues. This documentation includes, but is not limited to, operational procedures, Windows network diagrams, Windows network hardware inventory, Windows network software inventory, and preferred vendor contacts.
  • Assists management in preparing policies and procedures that will contribute to effective Windows network operations.
  • Serves as the backup to the Senior Windows Administrator position.
  • Effective administration of the Windows environment with a primary focus on Windows system administration in order to ensure that system resources are available to all authorized users within the Office and at the FHLBanks.

Manager, Financial Reporting

Responsibilities:

  • Prepare/update FRS data load requirements to gather information for disclosure in the annual and quarterly combined financial reports, ensuring FRS information gathered meets current SEC/U.S GAAP and best practice industry financial reporting disclosure requirements.
  • Review financial data including financial statements submitted by the Banks (via FRS and Excel templates) and prepare/review necessary disclosures in the combined financial reports. Ensure follow up is performed with the appropriate Bank personnel for any unusual amounts or discrepancies between financial statements and financial disclosure data.
  • Work to ensure that the pre-established and agreed-upon timeline for the distribution of the combining statements, draft report and publication of the quarterly and annual financial reports is met.
  • Supervise the review of the printer draft of the quarterly and annual combined financial reports including the combining statements to ensure accuracy.
  • Assist in the coordination and implementation of the FRS conversion/upgrades, as necessary.
  • Co-administer the FRS, which includes account maintenance, report building, user maintenance and training/troubleshooting with the FHLBank users.
  • Prepare initial technical research and analysis regarding financial reporting questions received from the FHLBanks and to provide assistance on accounting research projects and other special projects as needed.
  • Provide assistance with preparation of materials for OF Board and OF Audit Committee deliberations, and the department's participation in the various CFO and Controller subcommittees, to include active participation in the Standard Combined Financial Statement subcommittee.

Senior Financial Reporting Accountant

Responsibilities:

  • Utilize the Financial Reporting System (FRS) to gather information for disclosure in the annual and quarterly CFRs, ensuring that the FRS information gathered meets current SEC/U.S GAAP and best practice industry financial reporting disclosure requirements.
  • Track and maintain all FRS/Excel template(s) submissions, confirmations and representations submitted by the Banks and follow up with the appropriate Bank(s) to ensure that delays do not hinder the publication of the annual and quarterly CFRs.
  • Prepare Excel files for each FRS submission type and Excel template(s) provided by the twelve Banks to calculate combined disclosures for the quarterly and annual CFRs. Track and maintain all FRS/Excel template(s) submissions made by the Banks and ensure that the most current data are used for the preparation of the combined totals.
  • Review financial statement and disclosure information submitted by the Banks (via FRS and/or Excel templates). Follow up with the appropriate Bank personnel for any unusual amounts or discrepancies between the financial statements and disclosure data.
  • Review and compare the financial statements and footnote information submitted by the Banks (via FRS and Excel templates) to the audited financial statements during the annual CFR combining process. Follow up with the appropriate Bank personnel for any discrepancies.

Short Term Funding Officer II

Responsibilities:

  • Coordinate and recommend the sales and pricing strategies of the Discount Note Program and its functional operation within the Board's directives to produce the lowest cost of funding for the Banks while maintaining flexibility in funding
  • Establish daily short-term yield curves which the Banks utilize to set market rates for loans to their members - update the curve three times a day and indications hourly
  • Participate in Discount Note Auction
  • Coordinate direct placements of Discount Notes
  • Produce market commentaries on daily basis for programs and twice weekly for auctions
  • Assist in short-term bond transactions
  • Invest FICO funds, keeping in mind exposure and creditworthiness of counterparties
