Chief Human Resources Officer
Jill Brown serves as the Chief Human Resources Officer for the Federal Home Loan Banks Office of Finance. She leads the organization’s human capital strategy, with a focus on attracting, developing, and retaining talent. Ms. Brown has more than two decades of experience in building high-performance cultures and implementing innovative programs that enhance employee and organizational success. Prior to joining the Office of Finance in April 2026, Ms. Brown held several leadership roles at Goldman Sachs, including Vice President, Chief of Staff for GS Custody Solutions & GS Select where she guided enterprise initiatives across business strategy, organizational design, workforce planning, and employee engagement for the business. She also served as Vice President, Human Resources Business Partner, at Goldman Sachs where she led human resources strategy for the acquisition and integration of Folio Financial and oversaw talent acquisition, performance development, and human resources data and analytics. Ms. Brown previously held Vice President of Human Resources roles at Folio Financial, Thompson Hospitality, and Sport & Health, and began her human resources leadership career as Director of Human Resources at RTC/Wunderman CATO Johnson in Washington, D.C. She holds a BBA in Finance and Human Resources Management from The George Washington University.
