Noelle Lipscomb
Chief Risk Officer
Noelle Lipscomb is Chief Risk Officer at the Federal Home Loan Banks Office of Finance. Ms. Lipscomb joined the Office of Finance leadership team in 2023 as Chief Audit Executive and brings 20-plus years of audit experience within the housing finance sector having held senior internal audit leadership roles at Homepoint Capital and Fannie Mae. While fulfilling her role as an independent assurance provider, Ms. Lipscomb was also a trusted advisor to the management team. Ms. Lipscomb combines her audit domain knowledge with the business thesis to advise management on possible roadblocks to operationalization, as well as creative solutions. Ms. Lipscomb also brings a client-focused mindset that was acquired early in her career while at PwC. Ms. Lipscomb earned a B.S in Accounting from Howard University and an M.S in Accounting from the University of Southern California. Ms. Lipscomb is a Certified Public Accountant, Certified Internal Auditor, and Certified Fraud Examiner. She completed the Risk Management Society CRO Certificate Program in Advanced Enterprise Risk Management.
