President and Chief Executive Officer, FHLBank of Atlanta

Reginald T. O'Shields is the President and Chief Executive Officer of the FHLBank of Atlanta, a position he has held since January 2026. Prior to his appointment, Mr. O'Shields served as the company's Chief Legal and Compliance Officer from 2022 to 2025 and as Director of Enterprise Solutions from 2019 to 2022. Since joining the FHLBank of Atlanta in 2003 as a Senior Attorney, he has held multiple leadership roles including Assistant General Counsel, Associate General Counsel, Deputy General Counsel, General Counsel and Director of Legal Services, and Chief Compliance and Ethics Officer. Prior to the FHLBank of Atlanta, Mr. O'Shields was in private legal practice with Sutherland, Asbill & Brennan, LLP in Atlanta; Haynsworth Sinkler Boyd in Greenville, South Carolina; and Simpson, Thacher & Bartlett in New York. He earned a J.D. from Vanderbilt University and a B.A. in economics from Furman University. Mr. O'Shields also serves on the boards of the FHLBanks Office of Finance and the Pentegra Defined Benefit Plan for Financial Institutions.
